had been anticipated by the industry, it was deemed legally perilous by attorneys advising the Efficient Consumer Response Joint Executive Committee, which reached a consensus not to pursue the project.

"Potential legal concerns associated with this project were judged to be too high in light of potential benefits from such a limited project; therefore, the decision was made not to proceed," said Anne Lightburn, director of industry relations at the Food Marketing Institute here, one of eleven trade associations backing the ECR initiative.

According to Lightburn, the original outline for the document limited it to administrative practices, "due to anti-trust guidelines."
