liam D. Bailey has left Vons Cos. here to become president of the Food Employers Council, based in Anaheim, Calif.

He succeeds Pat Murphy, who has left FEC to pursue other opportunities. FEC is a nonprofit group that coordinates arbitrations, negotiations and trust-fund administration for the southern California food industry. Until the late 1980s, it also represented chain managements in multi-employer bargaining.

Bailey was labor relations counsel for FEC from 1984 until 1986, when he was named vice president for labor and employment counsel at Vons. Earlier in his career, he was vice president for labor relations and human resources for Acme Stores, Malvern, Pa.

His former responsibilities are being divided between two successors: Bruce Thompson, manager of labor relations, becomes director of labor relations, and Mary M. Kasper, senior counsel in charge of real estate and store development, becomes associate general counsel. Both report to Terrence Wallock, executive vice president and general counsel.

Thriftway Stores Elects President

PORTLAND, Ore. -- Ray VanWetten, vice president of sales for Western Family, a private-label supplier here, has been named president of Thriftway Stores, also here, succeeding Jim Robinson, who retired this month after a 12-year tenure.

VanWetten, an 18-year grocery industry veteran, has previously served as Western Family's private-label manager at United Grocers, the Portland-based cooperative of which Thriftway is a member. He also was Western Family's product manager and was a manager of an independent Thriftway store.

Robinson has held various senior advertising, merchandising and purchasing positions in his 33-year career at United Grocers. Choosing to operate his own supermarket, Robinson has purchased the Lincoln Beach Sentry store, Depoe, Ore., and will become its president.

Chief Executive Leaves Mars

BALTIMORE -- Dennis C. McCoy, chief executive officer, executive vice president and general counsel of Mars Super Markets here, left the company earlier this month.

McCoy, named to the position two years ago after longtime president Angelo D'Anna died, plans to return to his law and lobbying practice in Annapolis, Md., the company said.

There are no plans for a successor to McCoy at this time, but internal moves may occur in the future, a spokesman said. Carmen V. D'Anna Sr., president, will take over McCoy's responsibilities in the interim.
