Priceline.com, Stamford, Conn., said it would extend its "name-your-own-price" strategy to gasoline purchases, allowing consumers to purchase up to 50 gallons of gasoline a month at a savings of 10 to 20 cents per gallon. The program, set for a May 20 launch, will be run by Priceline's WebHouse Club affiliate, which currently offers groceries. Users can bid for the grade and amount of gas they want from three or more local stations, and if the bid is accepted, they pay for the gas on-line by credit card. Unpumped gas will be refunded to the users' credit card, Priceline said. Priceline also said that Heidi G. Miller, former chief financial officer at Citigroup, will assume the same duties at Priceline.

lowest-spending states were North Dakota ($41.6 million) and Wyoming ($41.5 million).
