FALLS CHURCH, Va. -- The passage by Congress of a Patients' Bill of Rights, which would make employers liable for decisions of health care providers offered through benefit plans, could lead to a mammoth escalation of benefit costs, industry executives said last week during a conference call sponsored by Food Distributors International here. David Busch, vice president, administration, Roundy's, Pewaukee, Wis., said, "Health care is the most important economic issue as far as we're concerned."
