BRYAN, Ohio -- Spangler Candy Co. here, maker of Dum Dum Pops, Atomic Fireball and Lemonhead lollipops, plans to open a plant in Mexico next year. According to the National Confectioners Association's Susan Smith, Spangler Candy is one of many U.S. candy companies that has moved production to Mexico to take advantage of lower sugar prices.
