NEW YORK — A coalition of groups including the United Food and Commercial Workers union is planning a rally outside City Hall here in support of more stringent requirements for supermarkets eligible to receive incentives under the new FRESH program.

FRESH (Food Retail Expansion to Support Health) will ease zoning restrictions and offer tax incentives to encourage supermarkets to open in neighborhoods.

The rally is scheduled for the same day the City Planning Commission is scheduled to vote on the bill — Sept. 23. The groups in a statement said the program “needs clearer standards to ensure that incentives only go to responsible grocers.”
