WASHINGTON — President Obama plans to nominate Dr. Margaret A. Hamburg, formerly an assistant secretary of health and human services during the Clinton administration, to be the next commissioner of the Food and Drug Administration, according to reports yesterday.

During an extensive career in public health that included serving as health commissioner of New York City during two mayoral administrations, Hamburg made her mark seeking to combat the spread of infectious diseases, the reports said.

She would succeed Dr. Andrew C. von Eschenbach, who left the position in January with the arrival of the new administration.
