LOS ANGELES — In an effort to get consumers to utilize reusable bags, the County Board of Supervisors here introduced an ordinance Tuesday that would ban the distribution of single-use plastic bags in the county's unincorporated areas — areas without their own governing bodies — effective July 1, 2011.

The ordinance would also impose a 10-cent charge for paper bags at all supermarkets, pharmacies and convenience stores in those areas, while smaller retailers would have until Jan. 1, 2012, to comply.

The ordinance will come up for a second vote next month before it can become law.

Los Angeles County would become the country's largest government entity to enact such legislation, the board said.
