L.A. Proposal Would Ban Paper, Plastic Bags

A Los Angeles city councilman has proposed a ban on single-use paper and plastic bags.

LOS ANGELES — A city councilman here has proposed a ban on single-use paper and plastic bags.

Under his plan, stores would be permitted to give away or sell only reusable tote bags; an exemption would be small plastic bags used to wrap fresh vegetables and meat.

The City Council's Emergency and Environment Committee will decide whether to move forward with the proposal.
