SALEM, Ore. — The Oregon legislature here is considering a bill that would ban all plastic bags and paper bags made of less than 40% recycled material.
If the bill is passed, it could take effect as early as next November.
A similar bill was defeated last year; however, the new proposal would apply to all retailers, not just supermarkets and pharmacies.
The bill would allow the Oregon Department of Environmental Quality to fine retailers who continue to distribute plastic bags; prohibit local governments from imposing charges on checkout bags; and repeal a current statute that requires retailers that offer plastic to also offer paper.
