SYRACUSE, N.Y. — Penn Traffic Co. here said Friday that it would close eight stores early next month as part of a strategy to invest behind its best-performing assets. The closures, set for Feb. 7, affect P&C Foods stores in Syracuse, Fulton, Auburn, Watertown, Macedon and East Newark, N.Y., and Colchester, Vt.
