PITTSBURGH — United Food and Commercial Workers Local 23 members who work for Penn Traffic have ratified a new three-year agreement, the union here said Friday. Workers from 11 corporate stores and several independents under the Bi-Lo and Quality Foods banners voted Thursday by a four-to-one margin to approve the deal.
