SEATTLE — An industry coalition last week submitted a petition to put a measure on the ballot here calling for the repeal of a 20-cent tax on both paper and plastic grocery bags, according to reports. The repeal effort is sponsored by the plastic bag industry's American Chemistry Council, the Seattle Times said. The fee, approved by the city council in July, is set to take effect Jan. 1.
