Vermont Enacts PBM Legislation

MONTPELIER, Vt. — On Thursday, Vermont Gov. Peter Shumlin enacted legislation to establish pharmacy audit standards for pharmacy benefit managers.

The law outlines a pharmacy’s rights during an audit. These rights include two weeks’ written notice of an on-site audit, delivery of the final audit report within 120 days after the end of the appeals period, and outlines a written appeals process.

Steven Anderson, president and chief executive officer of the National Association of Chain Drug Stores, spoke in support of the legislation.

“We thank Governor Shumlin for enacting this important pro-patient, pro-pharmacy legislation to curb practices used by some PBMs that jeopardize the role of community pharmacy in improving patient care and making healthcare delivery more efficient and cost-effective," Anderson said in a statement.
