Vilsack Voices Disappointment With Failure to Pass Farm Bill

WASHINGTON — Agriculture Secretary Tom Vilsack expressed frustration with the House of Representatives for not having passed the 2012 Farm Bill.

Vilsack said in a statement that House Republicans “added new uncertainty for rural America” by not passing the Farm Bill before leaving Washington.

“U.S. agriculture is fighting to maintain the tremendous momentum it has built over the past three years, but with natural disasters and other external forces threatening livelihoods of our farmers and ranchers, certainty is more important than ever,” Vilsack said.

“Americans deserve a food, farm and jobs bill that reforms the safety net for producers in times of need, promotes the bio-based economy, conserves our natural resources, strengthens rural communities, promotes job growth in rural America and supports food assistance to low-income families. Without the certainty of a multi-year bill, rural communities are being asked to shoulder undue burdens.”

Vilsack’s comments come after House Speaker John Boehner told reporters last month that the House plans to address the Farm Bill after the November election.

“The current situation we face is that we’ve got people who believe there’s not enough reform in the Farm Bill that came out of committee.

“We’ve got others who believe there’s too much reform in the bill that came out of the committee,” Boehner told reporters.

“And in our opinion, [this would leave] less than 218 votes to pass either an extension or to consider the entire Farm Bill.”

The Farm Bill expired on September 30. It is unclear whether the House will look at the entire Farm Bill after the election or move to pass a year-long extension.

Mr. Vilsack wants the “Farm Bill” passed due to extending his USDA Programs and in essence "grandfathering" or keeping cities as "rural" and programs which in some areas have violated U.S. Citizen Property Rights.

The Senate Farm Bill should NOT be passed with this section still added: SEC. 12211. DEFINITION OF RURAL AREA FOR PURPOSES OF THE HOUSING ACT OF 1949 would increase the pool of recipients and also increased rural community population requirement to 35,000. This population level would be a small City not a true rural community. Also, changing the Census date to 2020 insures those who have already received fair share of benefits over past years and now self-sufficient to continue receiving such benefits. That is the purpose of rural programs to help very small struggling communities grow and become self-sufficient, not to become a Welfare System for self-sufficient communities who have already received past benefits wanting more.

My view is not to add or “grandfather” more communities under the USDA because there have been Property Right violations regarding a USDA program. Keep in mind this is happening under the current Obama Administration!!! Our country needs the following or something similar to better protect citizens and their property rights (especially if Obama gets another term):

“Whoever, with intent to obtain property knowingly participates in changing, without lawful authority, a contract attached to Real Property of another person with the intent to commit, or to aid or abet, or in connection with, any unlawful activity that constitutes a violation of Federal law, or that constitutes a felony or fraud under any applicable State or Local Law, shall face fines or imprisonment for … “

Similar to Identity Theft property owners should be afforded the same legal avenues to pursue when a contract is taken behind their back, without knowledge, without consent, depriving them of the use and benefit affecting the marketability of millions of dollars in property. Sorry We the People are supposed to have guaranteed the Constitutional Right to Protect Property and our government or any of its program grantees have zero right implementing any program to violate the People.

Currently citizens such as possibly legally disabled ones if the perpetrator does not just do the legally, morally or ethically right thing then must choose between paying lawsuit legal fees vs. medical needs. Having a potential law would then give them the same rights in protecting property whereby they can file theft charges. Sorry it does not seem right that you can steal a cheap car and face charges, but if you deprive an owner and negatively affect property by potentially $100,000+ there are no similar consequences.

We have owners in my area who pur per a news news article $384,000 into their house and after their Property Rights were violated sold instead of staying for the planned 10 years. Per County Records "Sales and Conveyance Information” 12/06/2010 they sold their home for $245,000 dollars.

Now while the market may have fallen slightly in 2010 do you really think it affected the value by a difference of $139,000 for a home at that time? That was a huge possible financial LOSS most likely due to the actions of an entity who violated governing documents and state laws backed by our various federal, state, city, etc. tax dollars! The “marketability” of their home was affected because an entity purchased with the intent to take from consumers who themselves had prior VESTED property rights and also Consumer Protection rights.

Problem is in fighting the battle the question becomes who has deeper pockets … an entity violating rights to implement a Federal USDA Mutual Self Help Program or a Citizen of the United States of America who just spent hundreds of thousands of dollars on a new home for their family. I do not know how others have been raised, but I was raised that family comes first!

Please write your Senators and Congressmen if you believe Property should have similar rights and protections under the law as Identity Theft. It is because of this type action that I will NOT vote for any DEMOCRAT as these actions are taking place under a current Democrat Administration. This crosses the line of common decency regarding the number one most expensive item most citizens invest in their lifetime.
