WASHINGTON — The chairwoman of the Federal Trade Commission, fresh off a failed legal battle to prevent the merger of Whole Foods and Wild Oats, will resign next month to join Procter & Gamble, the FTC and P&G said yesterday. Deborah Platt Majoras, who was appointed by President Bush in 2004, will be vice president and general counsel at the Cincinnati-based consumer packaged goods concern, effective June 1. She will report to P&G’s chief legal officer, Steve Jemison. Majoras, one of five FTC commissioners, previously had worked in the antitrust division of the Justice Department and before that had been a partner in the law firm Jones Day.
