SYRACUSE, N.Y. -- Penn Traffic Co. here said last week that Claude J. Incaudo will retire as president and chief executive officer on Jan. 28. He will be succeeded by John T. Dixon, president of the company's P&C Food Markets and Quality Markets divisions. Dixon has also been elected to Penn Traffic's board and will report to Gary D. Hirsch, chairman.
