THE EUROPEAN COMMISSION, Brussels, is reportedly about to open an investigation of the proposed merger between Carrefour and Promodes, two major French retailers. A French trade publication said last week the investigation will delay the merger until late May and will definitely result in store divestitures.

SUTTON PLACE GOURMET, Bethesda, Md., said it would build a second Manhattan branch of Balducci's, a more than 50-year-old Greenwich Village food specialty shop it acquired last year. The new Balducci's, on the West Side near Lincoln Center, will feature a 7,300-square-foot retail store above a 6,300-square-foot basement kitchen. A spokesman for Sutton Place said the company has no plans to spread the Balducci's format outside New York.
