WILLIAMSVILLE, N.Y. — Tops Friendly Markets yesterday announced an agreement with coffee, baked-goods and sandwich purveyor Tim Hortons that will place full-service restaurants or self-serve kiosks in 82 Tops supermarkets and Tops Express locations in western New York (including Rochester), central New York and northwestern Pennsylvania.
