CINCINNATI — Kroger Co. here has expanded its nascent discount format, Ruler Foods, to Kentucky for the first time, opening a 25,000-square-foot store Thursday in Henderson. Ruler Foods is a limited-assortment discount format that grew from Kroger’s Jay C grocery stores in southern Indiana.
