REDWOOD CITY, Calif. — Safeway has opened “Citrine,” a restaurant separate from its supermarket locations, as a test kitchen. As previously reported, the restaurant, located in a small retail center here, will test recipes for the prepared food sections in Safeway’s stores, according to industry sources.
