CINCINNATI — Kroger’s fast-growing Ruler Foods discount format will open a new store in Champaign, Ill., next spring, a developer said. Richard Spinell, principal of Oakbrook Terrace, Ill.-based Mid-America Asset Management, said the retailer has signed a lease for 20,437 square feet at Champaign Town Center and would open a Ruler Foods discount grocery store in there in March.
