PHOENIX -- British retailer Tesco, which is planning to begin opening stores in Southern California, Las Vegas and the Phoenix area late next year, applied for 14 liquor licenses in the Phoenix area alone in the first three weeks of December, according to a report in the Business Journal of Phoenix.
