TORONTO — Mark Foote, who in April resigned as president and chief merchandising officer of Loblaw in a management restructuring, was named president and chief executive officer at Zeller’s, the Canadian mass merchandiser, according to Hudson’s Bay Co., Zellar’s parent company, based here. Prior to joining Loblaw in 2006 as part of an effort to turn around Canada’s largest supermarket operator, Foote spent more than 20 years at retailer Canadian Tire, eventually becoming its president. Foote will begin his duties with Zellers this month.
