CINCINNATI — Kroger and employees represented by the United Food and Commercial Workers Local 1099 resumed contract bargaining Thursday at the request of a federal mediator. The contract, covering 11,000 workers at Kroger stores throughout the greater Cincinnati area, was to expire at 12:01 a.m. today. Local 1099, saying Kroger was refusing to adequately fund health care and pension plans for the workers, had broken off talks earlier this week. The union had already authorized its leaders to call a strike if an agreement could not be reached.
