MODESTO, Calif. -- Save Mart Supermarkets here said Frank Capps has been named vice president of FoodMaxx, the chain's 44-unit price-impact chain. Capps succeeds Art Patch, who has retired. Capps was formerly senior vice president of northern operations for FoodMaxx, a position the company has not yet filled. Mark Tillett continues as senior director of FoodMaxx's southern operations. Bob Spengler, who rejoined Save Mart late last year as president and chief executive officer, said Capps has been “instrumental in developing more efficient and cost-effective store operation practices at FoodMaxx.” -- Elliot Zwiebach
