HOUSTON — United Food and Commercial Workers Locals 408 and 455 are planning a protest here today to call attention to the health care component of negotiations with Kroger Co. The locals represent about 12,700 workers, who have already voted to authorize a strike and have terminated their contract, which expired March 31. A press conference and "neighborhood walk" are planned for this afternoon, a union spokeswoman said.
